Yes, when the installation meets the 2010 ADA Standards. Section 804.4 sends kitchen sinks to section 606. That means a forward approach with knee and toe clearance under section 606.2, the front of the higher of the rim or counter at 34 inches maximum under section 606.3, faucet controls that pass section 309 under section 606.4, and pipes insulated or otherwise protected against contact under section 606.5. A shallow bowl helps keep the knee clearance.

The 2010 ADA Standards do not set a bowl depth in inches. What they set is the space below. Section 606.2 requires knee and toe clearance under section 306, and section 306.3.1 counts knee clearance from 9 to 27 inches above the floor. A shallow bowl leaves more of that space free under a 34 inch counter. Under section 606.2 only one bowl of a double bowl sink needs the clearance. Local codes can add rules.
